The HBFI finance was put out as a source of available finance but in practice it is not available to owners management companies. AON has made submissions to the Department of Finance around tax breaks for landlords and so on, but the argument gets closed down very quickly if there is a liability to the State or if it costs the State money. It is very hard to get engagement on that matter.
