The Deputy asked whether the common travel area should become more formal. Before the MOU, the common travel area was based on an exchange of letters in the 1950s, which were private, although I would hesitate to use the word "secret". That was all it was and it was very informal. To move from that position to a binding agreement would have been a particularly big jump.
