At the earlier session, Professor Sweeney stated that some countries have been registering civil society groups and NGOs as part of their delegations at COP25. I understand Ireland is not doing so. Can Mr. Maughan expand on the reasons for this? When the United Nations Convention on the Rights of Persons with Disabilities was negotiated, there was a much greater participation of civil society groups, which, I understand, took part in the plenary sessions. Can Mr. Maughan comment on the delays in accreditation, even as party overflow, and indicate if there is a timeline on this?
