Climate change is about reducing carbon emissions. There are a number of ways in which we can reduce carbon emissions. One, which I will argue shortly, is through carbon tax increases. However, if people do not have the alternatives, they just pay whatever the carbon tax increase is, and if they do not change their behaviour, we do not reduce emissions. Would it be better to do an analysis on what alternatives are necessary to enable people to make a transition? A carbon tax is designed to change people's behaviour. Is that correct?
