That is right. The other matter is the disclosure obligation. It is also a feature of other jurisdictions that one improves the regulatory framework by addressing certain behaviours. We should always do that. Some of the disclosure may have left some people slightly confused or not as clear as they could have been. Some decisions were made on that basis. There is not one particular reason but all the reasons revolve around the same topic, namely, tracker mortgages. That is why this has been so difficult to crack.
