Tracker Mortgages Report: Central Bank of Ireland

I accept that banks can introduce products, remove products and change their offering. A person who wants to get out of a contract with a bank will usually be told by the bank that certain terms and conditions apply. It is not easy for a person to walk away from an agreement with the bank. The witnesses are saying that, at the time, the banks were changing customers' terms and conditions or ignoring the original contract or terms and conditions offered. Is that what the witnesses are suggesting?
