I think what happened was that tracker issues were coming to light over time in different lenders in different ways. They came to light with different kinds of problems. There was a lot of switching, for example, in the market and the customer journey was getting complicated, along with the information people were getting. A variety of initiatives were under way. Some were strengthening the information to customers, and this is why the regulatory framework was strengthened-----
