We require people to say ex anteif they do not intend to have a competitive process for a particular contract, and this is the standard across all Departments. Sometimes there are justifications for that because there is only one supplier. The procurement unit and the head of procurement make the determination as to whether that is all right or not. Otherwise, the report we make to the Comptroller and Auditor General is a self-created report. That is the standard across all Departments.
