Online Harassment and Harmful Communications: Discussion (Resumed)

Should the Goliath be responded to? The answer is "Yes", which is why we proposed solutions for two Goliaths here - An Garda Síochána and the need for it to human rights-proof its practices, and the State and its desire to expand CCTV unnecessarily, thereby capturing all of us in an increasing web of technological surveillance. We have framed this by reminding the committee of the experience of Dara Quigley. It is not just about the social media companies, although that is certainly a significant question. As Dr. McIntyre has told this committee, that is very much an EU project. Meanwhile, here in Ireland, we have much more of what he described as easy wins, such as access to discrete pieces of legislation, for example, on image-based sexual abuse, and looking at the practices of An Garda Síochána to ensure they are human rights-proofed and that An Garda Síochána has the resources and education to do that effectively.
