Online Harassment and Harmful Communications: Discussion (Resumed)

From our perspective, we agree with what has been said by previous speakers regarding concerns about civil liberties. On the point made by Ms Blackwell, the difficulty in finding the perpetrators of these types of crimes or proposed offences is not to be understated. Ultimately, the way to come at that is a resourced law enforcement that is able to conduct these investigations in the way that is able to find the people who are responsible. That is made more difficult by encryption and other such things that are, in our mind, proportionate. The proportion of harms versus the normal day-to-day activities of citizens is small. Should everything be de-encrypted just to allow law enforcement investigate those kinds of harms that are perpetrated or should law enforcement be enhanced, trained and provided with the resources to investigate these crimes in an effective and efficient manner? At the moment the Garda is not resourced to be able to do that work.
