I want to say before we move on that we absolutely go along with what has been said. If we read this without having established an office of digital safety commissioner, it will not work. In order to involve the social media companies or the online companies, we believe there is a real need for such companies to take a tiered approach at the civil level. The job of the digital safety commissioner should be to raise awareness and - as part of a two-tiered approach - to take down content effectively, with sanctions where this does not happen. That is where they would come in at the civil level. The companies use the e-commerce directive the whole time. If we look at how that is being developed by the European Court of Justice, we will see that there is increasing recognition of the need for effective takedown procedures.
