We all agree that presumed consent, a soft opt-out or any other system should not be brought forward without proper resources. Does Mr. Watt agree that, if families were informed that their loved ones wanted to be donors, as demonstrated by a driving licence or a organ donor card under the opt-in system, and a nurse asked whether they would allow their organs to be donated, donation rates would increase to 93%?
