Does Dr. de Buitléir think that reclassifying the service charge, which consumers unfortunately believe goes directly to the staff, would not increase the take home pay for employees? We have heard, and there is evidence, that people wrongly think that money goes to the workers and therefore do not pay a tip or gratuity.
