A number of comments come back to the same theme of trying to make sure that this agency maximises the amount that it contributes to affordability in Ireland. There is uniformity across our group that that is the issue. When we look back and measure the performance of the agency, it will be by the extent to which it has helped to solve the crisis. The complexity of the vehicle structure, whether it is on or off-balance sheet, is not something we have considered. There should be an effort to ensure that there is an appropriate mechanism for social and affordable housing to be delivered, which is where the benefit comes from. The structure should be aligned with achieving that goal.
