It is a balance, so removing that will undermine the LDA's ability to be off-balance sheet, which has other knock-on effects. The key is to find a way to make both goals compatible. I refer to commercial return. I am not suggesting that it should be included in the legislation but the level of that return is key. What types of returns are expected?
