I want to clarify one thing regarding the reports we get. In most cases, the context is lacking, so we need to judge the image on its own. Sometimes we only get one image reported, with no comments or further description from the person making that report. In assessing that one image, we need to ensure that the image itself is manifestly illegal and meets the threshold set out in legislation. When there is more context, then we can make judgments regarding inappropriateness. When we are talking about harmful content, the language we use is very important as it helps us to conceptualise the problem and also to forge responses. We must ensure we are referring to the same thing. To avoid any confusion, hotline.ieonly deals with illegal content online. We think more can be done regarding self-generated content and content which may be age inappropriate, but that does not fall within our current mandate.
