The question assumes we operate in a situation in which self-regulation is the only form of regulation. We operate under a mixture of legal regulation, legal obligations and self-regulation. In most cases, what the Deputy refers to as self-regulation is, I assume, the process by which we implement and enforce our own guidelines.
