As I said, I really sympathise with any individual or family who is subjected to the type of behaviour that the Deputy outlines but, in order to tackle these complex issues, a multi-pronged approach is needed. There are enforcement actions on one hand, which include removing content that is violative of Twitter rules, or illegal in a particular jurisdiction. It is also a matter of challenging viewpoints, ideologies and prejudices online. As Mr. Costello pointed out, counter-speech does have a valuable impact within that. Counter-speech and organising EU-wide anti-hate speech campaigns, whether through the European Network against Racism or the Council of Europe's No Hate Speech campaign, are fundamental components of the commitment Twitter made to the EU code of conduct on illegal hate speech many years ago.
My point is that a multi-pronged approach is needed.
One measure is not going to stop racism and intolerance within society.
