Will the witnesses talk us through the CPOs and the vacant properties? I did not really understand it until I read a bit about it. I understand that there has been some success in Louth and in Waterford. Will the witnesses talk me through how it happens? When somebody tells the Department there is a boarded-up house in the middle of wherever and nobody has been in it for a long time, what is the procedure then? I do not want the message to be that properties are being seized and occupied without consideration of the constitutional rights of people. Once the authority moves into the CPO process, is it a runaway train or can it be pulled back for the citizen?
