They are not defined as "public lands" in that sense because they are the lands of local authorities and governed by local government legislation. However, the LDA is working with the local authorities and has powers under the legislation to deal with a wide range of bodies, including local authorities, for the purposes of master planning and other arrangements. In that sense, it can deal with all actors, public or private.
