Citizen and Community Measures: Discussion

I remember six or seven years ago seeing Brixton as a local community that developed community solar power by collectively installing solar panels on a range of roofs. In Ranelagh, which is in my constituency, what would prevent me from approaching 200 or 300 households and saying we should all take the initiative together? It would be much cheaper to buy 2,000 panels than a small number and one builder could do the whole job in order that the price would decrease. That is just an example and we could also sell the energy to one another. Why has that not happened in the case of one of the 200 or 300 communities? What would prevent me from doing that tomorrow if I were to give up my day job?
