Regarding the advice the council received prior to the initial decision to change the code, which allowed for lay ownership, the decision to change the code was later paused and the council carried wider consultation. However, in advance of the initial decision to change the code to allow for lay ownership in the future, as I hear it here, the advice on the specifics of the legality of allowing lay ownership was not very comprehensive. Can Ms Muldoon elaborate on that? The advice seemed to concern the opportunity for somebody to have an interest. I am not sure what having an interest might mean and what the difference is between that and ownership.
