Committee on Budgetary Oversight

Scrutiny of Tax Expenditures (Resumed)

Mr. Seamus Coffey:

It is built into the figures. When we talk about the net figure of €2.8 billion, we consider non-indexation to be a revenue raising measure. Incomes are rising. If we do not change the credits and bands, a higher share of people's income will be taxed at the higher rate, which essentially is an increase in their effective tax rate. For 2020 we are looking at a figure of approximately €600 million which is already included in the €2.8 billion. It is considered to be a revenue increase. The fact that the Minister has announced no change in income tax does not mean that there is anything additional. It is something we already consider is bringing in additional revenue. It is a significant sum.
