I draw the Deputy's attention to section 28(3) which reads:

(3) In considering an application under this section for a lottery licence, a judge of the District Court shall have regard to the following: (a) the character of the applicant;

(b) the number of periodical lotteries already in operation in the locality;

(c) the purpose of the lottery.

There are various conditions in the Bill which the court will take into account before granting a licence.
