With respect to Deputy Jack Chambers's question, the amendments serve to transfer the licence to somebody else who is not named and is unknown. If the person is party to the licence initially in the court, for instance, a person may apply to the District Court for a licence authorising the person to promote periodic lotteries in accordance with this Act. That is a different matter.
