Joint Oireachtas Committee on Justice, Defence and Equality

Spent Convictions: Discussion

Ms Michelle Martyn:

There is also a sense of frustration and a lack of hope for young adults. That is why we welcome the provisions for 18 to 24 year olds because somebody can have a conviction at the age of 19 and still be affected by it at 23. We did research in 2015 and one young person said that, if one cannot get a job, one is going to go on the rob. That is important.

International and European countries have looked at extending provision from the juvenile system for those over 18 where international human rights law has requested that to be extended to include 18 to 21 year olds to take into account their development and brain maturity.
