Either the State provides housing for people with disabilities or the private individual must adapt his or her own home. We are not meeting the needs of people with disabilities, but the State cannot meet them within its own physical stock, and the private individual is in his or her own residence. However, there are landlords whose houses could be adapted for people with disabilities if there were specific incentive schemes for them to provide such accommodation. It is about trying to increase the housing supply.
