I hear what Dr. MacLellan is saying about a combination of the two approaches. If this committee is to accept that point, and I take it that she is an expert in this area, the failure of the State to provide the housing facilities and wraparound services is an important factor and part of the reason that decongregation will seemingly be with us right through the 2020s. We are going to need more discussion on the question of resources.
