I will start with the figures. It was expected that decongregation could happen at a much faster pace than was actually possible. In 2009, we had 4,000 people in congregated settings. When the programme for Government made its commitment in 2016, it set a target of reducing the number of people in congregated settings by a third by 2021. This target will be met.
