When Mr. O'Loughlin raised these issues, something clearly happened that took him from a position of raising them to his then progressing to a protected disclosure. That is certainly a ratcheting up of his position. Perhaps he could talk to us about how he got to the point that he felt he had to go down the protected disclosure route.
