Housing and Retrofitting: Discussion

I know, but similar tensions arise. I was using it more as a parallel when balancing price and quality. My last point was around landlords and the tension there which was mentioned. Many of those living in the lowest income households live in private rented accommodation. This relates to the security of Part 4 tenancies. It is a question of how we can encourage retrofitting, for example, expedited or period of time retrofitting, without creating a perverse incentive around evictions. Does anybody have any thoughts on examples from other European countries, for example, where there might be a three-month suspension of a tenancy, but if it is the equivalent of a Part 4 tenancy, it is effectively protected, even during a period of retrofitting?
