I thank the delegates for the presentation which is extremely timely, not just in the light of Brexit which has been touched on but also in the context of the restoration of devolution and the power-sharing institutions . My first question relates to recommendation No. 3 on establishing an independent environmental regulatory body. Who would establish it? Whom do the delegates imagine would set the terms of reference or fund it?
