Mr. Conor O'Kelly:

The market for sovereign exchanges failed. There were not enough transactions in the market, it was too volatile and not enough countries participated. There is a market for carbon credits for utility companies, which is an active market that trades, but it is not available for sovereign countries to offset their carbon emissions in. The European Union changed its rules.
