I take the latter point about participation by all sides. It is obviously what we need to achieve. What is required, however, is the signing of a waiver by the woman. That is what we want to remove. Regardless of the five-year period mentioned by Deputy Kelly, if there is a recurrence of cervical cancer in ten or 15 years' time, the waiver might mean that the woman would have no redress or would not have the capacity to investigate or take a case to court.

The Minister said in his opening remarks in response to what we had proposed that this was quite different from the hepatitis C case because in the latter case people had been let down by the State and that that was not the case in this instance. Will he repeat what he said or elaborate on what he actually means?
