Funnily enough, I said level 7. It does not necessarily have to be a level 8. The Garda Commissioner, Mr. Drew Harris, was before another committee last night and it is a bit like him saying that we have all the laws in place, and there is no need for a police force. Obviously, in practice, that does not work so I think we need something a little bit more robust than there being a policy and therefore nobody is breaking it. I suggest that as part of what is a difficult journey with such a large organisation. It is coming up all the time that it might be embraced.

I will focus on local issues for a moment, as something came up locally which highlighted something that could be potentially worrying. Is there a section 38 organisation called Inspire Wellbeing, or is it a section 39 organisation?
