People are sometimes afraid to raise issues because they may feel it would work to their disadvantage. It cannot be that kind of culture and they have to be assured it will not be that kind of culture if they come forward. People will not come forward if they feel they may not get any more work on the site, and so on. Goodwill can be ruined by not having that kind of culture, so it is very important that is the case.
