The Minister has commissioned the Donal de Buitléir report to show us how we would do that over a ten-year period. Ultimately, one could try to control and regulate this to the nth degree but one would probably never get it right unless one changed the incentives within the system. There is a piece of policy development to be done around that, subject to Government decision.
