On 13 February in the Joint Committee on Health, in answering a question from me, Mr. Breslin said the second phase of Dr. Scally's inquiry would be completed imminently, which obviously did not mean in four months' time. It meant within a week. Dr. Scally turned up in Ireland the following day so he was probably on a flight when I asked that question. I expected Mr. Breslin to report the following day. Why did that not happen? Four months have passed.
