People have had ample time to read it. Leaving aside that there are a number of contracts, we have public hospitals funded from the public purse, private consultants on different types of contract doing private work and a system of monitoring that is not fit for purpose. I think "inadequate" is the word used in the chapter to describe how the system is monitored. I think we all agree that it is inadequate. The 2013 Act deals with private practice and bed designation. Presumably, consultants were allowed to avail of the use of a number of beds. What was the logic for that provision and why was it removed?
