Mr. Reid must have some idea if he is expecting it to be completed in the coming weeks. There was a draft plan in February. Much discussion must have taken place to date. The HSE must have some idea where it is heading to over the next several weeks or when projects will have to be delayed for financial reasons. Is he telling the committee that he does not yet know whether projects will be delayed for financial reasons?
