I move amendment No. 10:

In page 9, between lines 35 and 36, to insert the following: “(13) The Minister may make regulations with regard to the abatement of rates in respect of vacant properties and those regulations may, in particular and without prejudice to the generality of the foregoing, include provision for the public consultation process that must be followed by a local authority before the scheme for the abatement of rates in respect of vacant properties is approved.”.

This provides for something similar to the public consultation process in respect of the local property tax, LPT, and so forth. Where there is an abatement of rates, this would allow for transparency.
