We are talking about retirement of staff, where there is a demographic issue across the public service with many people in their 50s like me and not too many young people. We are talking about a strong economy with lots of other opportunities for people. We are talking about a Public Appointments Service, and this comment is not intended to be pejorative, which was perhaps overwhelmed in those early days of economic recovery with recruitment requests from every Department.
