I, too, am conscious of that but I do not believe I have taken up as much time as others. In summary, will the Minister comment on the delays in legislation, primarily due to a lack of urgency, and the fact that the targets for 2030 have been overshot, which is a deep worry?

Will there be a proper whole-of-Government approach to carbon budgeting and clear repercussions if individual Departments do not deliver? What is the legislative basis to enforce the legally-binding targets?
