In the event of a no-deal Brexit on 31 October, people whose vehicles are properly insured in Ireland will be obliged to carry the green card in Northern Ireland. I am of the view that the insurance companies should automatically send out a green card for every car insured here. It is then a matter for individuals travelling to Northern Ireland or the UK to take that card with them. The current position is that a person's insurance company will send their policyholders a green card on request. I am not satisfied with that position as some people may not be aware that this will be a legal requirement and that the card could be requested on the side of the road in Northern Ireland or the UK. The right thing for the insurance companies to do would be to automatically send a green card to everybody who has insured their cars. When a person subsequently reinsures a green card should be sent out. This will only be relevant in the case of a no-deal Brexit.
