As Chairman of the Oireachtas Joint Committee on Justice and Equality and as vice chair of the Oireachtas disability group, I acknowledge that we have a working relationship between the Department of the Taoiseach and the cross-party group, most importantly regarding disability issues, which is unprecedented. The matters I have highlighted are of particular importance and concern to the non-governmental organisation sector. The Taoiseach mentioned being across the in loco parentis issue six months ago. Nothing has happened in the period since. I appeal to him to look at that very seriously.
It is imperative that we have the matter of the optional protocol ratified and see the passage of the Disability (Miscellaneous Provisions) Bill. The Bill has completed Committee Stage and awaits Report and Final Stages. This is a critical element in the ultimate delivery of the hope and promise of the United Nations Convention on the Rights of Persons with Disabilities.
