Direct Provision and the International Protection Application Process: Discussion

Mr. Brian Killoran:

It is the case that victims of trafficking in the direct provision system are located throughout the country in different places. Perhaps half of the victims who have been identified are in direct provision. The location of support services for these people is a significant issue.

Mr. Justice McMahon referred to the annual monitoring of asylum and migration trends generally. It may be a generalisation but largely true that Ireland has largely reacted to migration over the past 15 to 20 years, but we must get to the stage of planning and investing for it. Questions may arise such as what is the next conflict outside European borders that may put pressure on Europe in terms of accepting asylum applications, and there are other questions such as Brexit. We need not to be surprised by issues such as these when they arise and have mechanisms in place to allow us to plan and invest appropriately in our migration and integration systems so that we can respond to these things and be prepared instead of just reacting. Notwithstanding the improvements that have been made, we need to get off the back foot and begin planning and investing for migration, unlike our current approach.
