I will move on to answering the question the Deputy is asking. Regarding where the decision came from, a key driver of this whole project was the timeline. There was a very strong push to ensure that this project would open by the tail-end of 2018. We needed to find a mechanism by which the standard process for the delivery of these projects could be accelerated to ensure this timeline could be met. Several options were considered, and the two-phase process was discussed at that committee.
