I was going to give the Deputy a flavour of the time issue again, which is that it was late in coming to the table. It was late when the development board became aware of the pressure that was on costs. Because of that it was late being escalated to the steering group that I chair, and to the board that Mr. Breslin chairs. Because of that and the time ticking on the phase B issue that we talked about, there was not much time. That is the fact and that is set out very clearly.
