We were in a very short and constrained period within which a decision had to be made as to whether to award the contract. I had two concerns, one of which was how did we get here and the other was what is the best next step to take. The Mazars report to which the Deputy has referred was conducted by the development board and that told us how we got here. I was not satisfied that would be the final word on the subject because Mazars are the internal auditors to the development board. It would have been nice to have somebody external look at that. As Mr. Sullivan just stated, however, he informed me that this was not possible in the available time. There was too much work involved.
