We are at 1 November here, the first paragraph of the report. The report itself was issued on 28 November, which clearly missed that deadline. We had the Mazars report on 17 December and it went to Cabinet before Christmas. I have heard that date was moved from 1 November to 1 February.
It seems that the Department missed the 1 February date.
